Citizenship first, then distance.
When a school has more applicants than vacancies, MOE fills the places in this order. Balloting happens inside a group only when that group is itself oversubscribed — a citizen living within 1 km never ballots against a PR living beyond 2 km.

Changing from 2027
More open places — and for twelve schools, no distance priority at all.
From the 2027 P1 Registration Exercise — for children starting Primary 1 in 2028 — MOE will reserve 60 places in Phase 2C instead of 40, at every school with a P1 intake of 180 or more.
Twelve schools sit in neighbourhoods where public housing makes up less than 40% of homes within 2 km. Those schools will split their Phase 2C places equally between applicants living within 2 km and applicants living beyond it, and home-school distance will not give priority inside either track. If you are buying with one of these schools in mind and your child starts P1 in 2028 or later, the 1 km premium buys you considerably less than it used to.

The Registration Phases
Phase 1
For children with siblings currently studying in the chosen primary school. This phase guarantees a spot and rarely requires balloting.
Phase 2A
For children whose parents or siblings are alumni, former school advisory committee members, or staff members. Children from MOE Kindergartens located within the primary school are also included here.
Phase 2B
For children whose parents are active community leaders, school volunteers, or members endorsed by a church, clan, or association directly connected to the school.
Phase 2C
The general registration phase for all children without prior ties to the school. Home-to-school distance plays a critical role here.
Phase 2C Supplementary
A secondary registration phase for children who were unsuccessful in securing a place during Phase 2C.
Phase 3
Open specifically to international students who must undergo a two-step application process via the MOE Indication of Interest Portal.
