Radin Mas has balloted at SC<1 in Phase 2C every year — meaning even citizens within 1km have to compete. That's the most acute kind of pressure, and it's been consistent. If this school is a priority, the 1km ring is the only starting point that makes sense, and you should still go in expecting a ballot.

Cantonment is about as pressure-free as a school can get — Phase 2B has seen zero applicants in two of the four years, and Phase 2C applied numbers are a fraction of what's available. For a Bukit Merah address, this school adds no P1 complexity whatsoever.
