Cleris's take

If you have a daughter and your family is Catholic, Phase 2B is your best entry point here — and demand at this phase has been real but not overwhelming. For everyone else, Phase 2C has been competitive in some years but not consistently ballot-heavy, which makes the Toa Payoh Lorong area a reasonable bet if you're upsizing and want a mission school environment without the extreme pressure of some other CHIJ campuses.

Cleris's take

First Toa Payoh has not balloted in Phase 2C across four years, and applied numbers have been unusually low — single digits in some years. It's right next to Toa Payoh MRT in one of Singapore's most central HDB estates. If school registration is something you want to take completely off your list, this is the school that does that in Toa Payoh.

Cleris's take

Kheng Cheng is a SAP school that saw its first Phase 2C ballot in 2025 at PR1-2 — a development worth watching. Phase 2CS had also shown minor ballot activity in earlier years. One year doesn't make a trend, but if you're buying in the Toa Payoh North area with this school in mind, keep an eye on whether 2025's Phase 2C pattern holds.

Cleris's take

Marymount Convent is a girls' mission school on Shunfu Road that has not balloted in Phase 2C across four years. For Catholic families in the Toa Payoh/Bishan area with a daughter, Phase 2B affiliation is the most natural route — and the open phase has had genuine space, which makes this one of the calmer mission school options in the area.

Cleris's take

Pei Chun Public is a SAP school in the Toa Payoh South area that has balloted in Phase 2B and 2C across multiple years, with Phase 2C landing at SC<1 consistently. If you want a Mandarin-oriented school in this part of town, the registration environment here is competitive — the 1km ring around Kim Keat Road is where your address strategy should focus.

Cleris's take

St. Margaret's has balloted in Phase 2C in three out of four years, and the 2025 ballot at SC# and PR1-2 tells you competition is real and multi-dimensional. It's a girls' mission school with a Catholic affiliation pathway — if you have a daughter and a Catholic connection, Phase 2B is worth pursuing. For everyone relying on Phase 2C, the returning ballot pattern means proximity is starting to matter more than it might have a few years ago.

Cleris's take

Hong Wen is one of the most consistently oversubscribed schools in the data — Phase 2C has balloted at SC<1 all four years, with applied numbers running 50–80 above vacancy in recent cycles. If this is the school you want in Toa Payoh, living within 1km is not just an advantage, it's the entry strategy; anything further out is a meaningful gamble.

† Vacancies remained after the ballot closed — demand was real but not extreme.
