Paya Lebar Methodist Girls' is a mission school where Phase 2B affiliation — for Methodist families — is the clearest entry route. It draws demand from both the Serangoon and Hougang sides of the boundary — if you're buying in this area with Xinmin as your target, the 1km ring is your most reliable lever and a ballot is a realistic expectation.

Zhonghua is a SAP school with very low applied numbers across four years — single digits in Phase 2C in some years. It's one of the quietest schools in Serangoon from a registration standpoint. If you want a Mandarin-oriented school in this area without any registration pressure, Zhonghua is a genuinely uncomplicated choice.

CHIJ Our Lady of Good Counsel is one of the quietest mission girls' schools in the system — Phase 2C applied numbers have been less than half the available spots every year. If you have a daughter and a volunteer or alumni connection, Phase 2B is a very easy entry; if not, Phase 2C has no pressure either.

CHIJ Our Lady of the Nativity has balloted every year in Phase 2C, but the distances tell an interesting story — two years cleared at SC>2, and two years only got down to PR<1, meaning Singapore Citizens further out were still successful. If you have a daughter and a school connection, Phase 2B is worth pursuing; if not, you don't necessarily need to be right next to the gate, but staying within the SC zone gives you the most reliable positioning.

Yangzheng has balloted every year in Phase 2C at SC<1 or SC1-2, and Phase 2A has also balloted in three of the four years. If you're targeting this SAP school in Serangoon, the 1km ring is close to essential for Phase 2C, and an alumni or community connection for Phase 2A is worth factoring into your planning well before the P1 year.
